Every miner should have a validated certificate to mine, like a mining license. Miner has to register for mining contract before ;)

minimum requirement - socialsecurity# + banking accont

what ever, must be painful data that violating contract like reselling license, attacks, etc. is a high risk for the individual

the problem is that most pools count the number of unique addresses as miners, while nicehash counts workers

so it's not exactly comparable
