RandomX README says 4.8 is minimum GCC version, someone in #monero reported that they had to upgrade from 4.8.5 to 7 to get RandomX to compile.

18:46 <onicrom> hello all, trying to compile monero v0.15.0.1 on a centos7 box and hitting an issue with randomx ( error: call to non-constexpr function ‘randomx_flags operator|(randomx_flags, randomx_flags)’) has anyone seen this before or been successful building on centos7?
